Introduction to the LIFE Programme
The LIFE Programme was established in 1992 as the only EU programme specifically dedicated to the environment and climate policy, and therefore plays a key role in supporting the implementation of EU legislation and policies in these areas.
The overall objective of the LIFE Programme is to contribute to the shift towards a sustainable, circular, energy-efficient, renewable energy-based, climate-neutral and climate-resilient economy, in order to protect, restore and improve the quality of the environment, including air, water and soil, and to halt and reverse biodiversity loss and address ecosystem degradation, including by supporting the implementation and operation of the Natura 2000 network, thereby contributing to sustainable development.
The LIFE Programme for the 2021-2027 budget period is governed by the LIFE Regulation (EU) 2021/783, with a total budget of €5.43 billion for the 4 sub-programmes.
Introducing the new Hungarian LIFE Capacity Building project
The Hungarian Development Promotion Office (MFOI), together with the Ministry of Agriculture, the Ministry of Energy and the Prime Minister’s Office, submitted a tender to the CINEA (European Climate, Infrastructure and Environment Executive Agency) LIFE 2021 Capacity Building (LIFE-2021-TA-CAP) in June 2022.
The submitted application received a positive decision and was invited for the preparation of a grant contract, which was successfully concluded and the three-year Hungarian LIFE Capacity Building project was launched on 1 June 2023.
Short summary of the project
The project “LIFE – Enhanced Capacity Building in Hungary” aims to provide detailed information and training to potential Hungarian economic operators to participate in LIFE projects. This is necessary because in the previous budget cycle Hungary’s participation in LIFE projects was lower than expected, so it is important to better involve and prepare Hungarian actors to participate in the programme.
Our aim is to build on the existing competences and knowledge of LIFE experts (NCPs – National Contact Points) and to create forums to help applicants generate, develop and submit LIFE projects. These elements will be complemented by other relevant activities (e.g. university idea competitions, information campaigns, etc.) to support an increase in the number of successful Hungarian project submissions. The project concept offers a tailored approach for the different target groups to address their current gaps, which have been an obstacle to successful Hungarian project submissions.

These activities are essential to achieve meaningful long-term results in increasing the number of successful Hungarian LIFE proposals and ensuring that these projects are sustained.
